In January 2025, Jackie Spence assumed oversight responsibility for RATP Dev’s operations in Raleigh and Wake County, Greensboro, Lexington, Bowling Green, and Prince George’s County.
Jackie joined RATP Dev in 2024, bringing extensive leadership experience in public transit. Most recently, she served as General Manager of the DC Circulator, one of the most complex operations in RATP Dev’s portfolio. Under her leadership, the contract navigated significant challenges while maintaining service excellence.
In July, the District Department of Transportation (DDOT) announced the elimination of the DC Circulator as part of the District’s fiscal year 2025 budget and financial plan. Jackie led the contract through its planned shutdown, successfully managing the transition until service officially ended on December 31st.
With a proven track record of leadership across major transit systems in the eastern United States, Jackie continues to bring her expertise and dedication to RATP Dev’s growing portfolio.
